Position Summary

Sea Grant is seeking a Coastal STEM Hub Director. This is a full-time (1.00 FTE), 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Director.

The Oregon Coast STEM Hub is a regional cross-sector collaborative working to improve and guide integrated science, technology, engineering and mathematics (STEM) education in Oregon coastal communities. The collaborative has been designated as a STEM hub by the State of Oregon. The Oregon Coast STEM Hub seeks a dynamic Director able to approach the work with boldness and innovation. He or she will build on existing work, and ensure that approaches are community-informed, evidence-driven, and address inequities.

The STEM Hub Director will be a full time professional faculty employee of Oregon State University, administratively supervised by the Director of Oregon Sea Grant. She/he will report to the Oregon Coast STEM Hub Leadership Council regarding programming direction. The position will be located in Newport, OR at the Hatfield Marine Science Center.

This position will provide administration, strategic leadership, resource development, management of grant funds, evaluation, and high level public exposure for the work of the Oregon Coast STEM Hub. The Director will support the work of a multi-disciplinary Leadership Council, provide strategic leadership of the STEM Hub Backbone team, and engage diverse stakeholders from public and private sectors to achieve regional and statewide goals. This position requires a collaborative, patient, adaptive leader who is able to guide the Oregon Coast STEM Hub towards success, working with diverse partners and leveraging resources to meet partnership goals. This position is fast-paced and the duties are varied, with significant daily multi-tasking and frequent travel by car along the Oregon coast throughout the year. An ability to prioritize effectively and switch gears fluidly is required.

Position Duties

Strategic Leadership and Visioning (30%):

• Draw on the Collective Impact model to develop an appropriate operating framework and catalyze the Backbone team and partners to implement the STEM Hub agenda

• Collaborate with partners to develop and implement a set of strategies to drive transformative change in the region

• Establish, facilitate, and execute effective and open communication with staff and partners, particularly related to internal decisions and strategy

• Manage a Leadership Council, team of backbone staff, and a large membership organization

Partner Cultivation, Engagement and Public Outreach (25%):

• Build and maintain strong positive relationships with partners, Leadership Council Members, and Work Groups

• Effectively communicate the vision, mission and values of the Oregon Coast STEM Hub and create an urgency for change among relevant stakeholders, including community members, policymakers, funders, and potential partners

• Create and leverage partnerships, relationships, and community-based support with relevant stakeholders to achieve success of the STEM Hub common agenda

• Serve as a liaison to other related initiatives and coordinate activities with relevant partners to minimize redundancies and align strategies

• Support development of communications strategies and materials for the STEM Hub

Financial Oversight and Sustainability (20%):

• Provide budgetary oversight and accountability for STEM Hub and work with a Fiscal Agent to track all of the Hub’s funding, including Hub grants and matching funds

• Organize and implement a sustainability plan, monitor STEM funding opportunities and engage in fundraising to sustain STEM Hub activities and advance initiatives

• Coordinate funding and staffing sources to support the Hub’s goals and priorities, prepare grant applications and proposals, and oversee grant reporting to funders as required

• Provide guidance and support to partner organizations in aligning resources to the STEM Hub agenda, including reviewing grant proposals and creating letters of support

Data Collection, Analysis, and Learning (20%):

• Develop a shared measurement system to track outcomes and indicators across the initiative and use results to evaluate Hub effectiveness and inform continuous improvement

• Identify improvements in use of data-driven decision-making, ensuring data are collected, integrated, and communicated effectively across the STEM Hub and partner organizations

• Oversee the collection of pertinent data and creation of yearly summary reports of progress for partners, funders, and external audiences

Professional development and other duties as assigned (5%):

• Attends appropriate in-service activities, seminars, workshops and classes to maintain core competencies in areas related to position responsibilities and to develop new competencies.

Minimum/Required Qualifications

• A BA/BS or higher in a science, technology, engineering and mathematics (STEM), Education, Business Administration, Policy, or other related field

• Five (5) or more years (full-time equivalency) of demonstrated experience in high-level management in a community nonprofit organization, business, or educational institution, with demonstrated success in leading teams and meeting goals

• Strong leadership skills, including staff supervision, project management, program design, public speaking, positive inquiry, and collaborative communication

• Strong, effective, demonstrated collaboration, negotiation, goal setting, and conflict resolution skills

• Excellent written and verbal communication skills

• Demonstrated commitment to promoting and enhancing diversity

Preferred (Special) Qualifications

• A Master’s degree or higher in a STEM field, Education, Business Administration, Policy, or other related field

• Knowledge of research on effective educational practices, logic models and strategic planning

• Ability to identify funding sources, write grants, pitch proposals, and raise private funds

• Experience with developing effective measures, analyzing data and conducting program evaluations

• Demonstrated experience leading efforts to address and eliminate equity gaps

• Ability to engage with partners and sustain their interest and commitment to a cross-sector strategy, beyond their own school, district, or business

• Teaching Credential

Working Conditions / Work Schedule

This position is located in Newport, OR, but frequent travel along the Oregon coast will be necessary to carry out the position duties. The person will have to work occasional evenings and weekends.
