Position Summary

This recruitment will be used to fill two full-time Accountant 2 position for the University Administrative Business Center (UABC) at Oregon State University (OSU).

The purpose of this position is to assist management in the University Administrative Business Center (UABC) by providing highly complex multi-fiscal functions, analysis, projections, interpretation of policy, accounting, and budget management. The Accountant 2 serves as fiscal consultant to Deans, Associate Vice Provosts, Directors and faculty on an extensive range of activities encompassing, but not limited to, the instructional program including Extended Campus, administration of research grants and contracts, and administration of General Funds, Special Project accounts, and Foundation accounts. This position operates with minimal supervision.

Position Duties

50% – Budgeting & Financial Analysis:

Work directly with department units in dealing with budget preparation and monitoring for various fund types at OSU. Perform routine and ad hoc fiscal analysis for all assigned units and departments. This includes monitoring and analyzing budgets, expenditures, and accounts receivable; forecasting and analyzing revenue and expenditure trends, and providing analysis and interpretation of accounting records, compiling and maintaining detailed records with supporting documentation; reconciling and auditing accounts; identifying and tracking problems; taking appropriate action to solve problems; detailed records research; revenue and expenditure forecasting; providing current and historical budget, revenue, and expenditure data; extracting financial data and reports from the university’s financial information system; and analysis and interpretation of reports from the university, OSU Foundation, and other sources. Assist with grant and contract fiscal projections and cost-sharing commitments.

Maintain focus on developing and implementing enhanced budgeting and reporting tools to better meet the needs of management and customers.

30% – Accounting:

Serve as primary liaison and accountant between the business center and assigned departmental units. Make recommendations to management on improvements to processes and internal controls. Produce regular transaction detail reports for reconciliation. Compile financial information, develop and run reports; create spreadsheets and/or manipulate data for existing spreadsheets.

Approve accounts payable invoices and journal vouchers. Post entries to the OSU Banner Financial Information System (FIS); process Invoices, journal vouchers, and reimbursements; research and audit documentation and authorizations for transactions; assign and/or verify account codes and indexes; prepare payment requests, vendor maintenance, and purchase orders. Track errors through the accounting system, preparing correcting and adjusting journal vouchers by allocating debits and credits, assigning appropriate account codes and activity codes as needed and ensuring proper audit trail.

Analyze and interpret all accounting activities. Oversee and ensure compliance with rules and regulations as set forth by the State of Oregon, and Oregon State University within all areas of business including purchasing, travel, budget, and research as well as establishing and implementing accounting controls in each of those areas of business; provide problem solving through an overall understanding of accounting standards set forth by the above entities as well as various other public entities and private organizations.

Complete and coordinate fiscal year end closing activities to ensure proper closing of the books and meet year end deadlines. Apply knowledge of travel policies and procedures to comply with university guidelines. Maintain travel authorization and reimbursement logs for all travelers. Track and redistribute expenses from the OSU Foundation clearing account to the appropriate Foundation fund, organization, and account number making corrections as needed.

Monitor monthly purchase card charges to insure they are distributed appropriately. Track any errors on monthly statements, research, and resolve as necessary.

Archive and purge annually per OSU policies and procedures. Apply generally accepted accounting principles and controls to all fiscal functions.

Approvals: Review and approve, or disapprove, invoices processed for completeness, adherence to accounting rules, and accuracy of amounts and discounts taken. Ensure audit trail requirements are being met. Ensure procedures for recording information and documenting transactions are being followed.

10% – Leadwork:

Provide lead work to staff members in UABC which includes orienting new employees, giving direction to staff concerning work procedures, reviewing work of employees for conformance to standards, coordinating work flow, and providing informal assessment of workers’ performance to the supervisor.

10% – Other:

Serve as UABC representative on internal and external committees, work groups, focus groups, and at meetings.
Provide back up support for other accountants in the business center for invoice approvals and other financial activities.

Assist in workflow and process improvements.
Perform other duties and tasks as assigned.

Minimum Qualifications

Bachelor’s degree with a CPA or PA certificate and three years of accounting experience*, OR Bachelor’s degree with 30 quarter (20 semester) hours of accounting courses and three years of accounting experience*; OR 30 quarter (20 semester) hours of college-level accounting courses and five years of experience.

*Accounting experience must include at least 6 of the following:

-documenting and resolving problems within an accounting system;
-classifying revenues and expenditures to funds and accounts;
-ensuring accounting system conforms with applicable controls;
-reconciling accounts to general or control ledgers;
-preparing journal vouchers;
-applying accounting principles to one or more functional areas; i.e., AR, AP, etc.;
-tracing errors through accounting system;
-processing data using a computer;
-communicating technical material orally and in writing;
-applying computer report information;
-knowledge of governmental and fund accounting;
-applying PC spreadsheet, database, and word processing software.

Transcripts must be submitted for all required and/or related courses. All courses must be from accredited colleges, universities, or private vocational schools.

Additional Required Qualifications

Expertise in Microsoft Office suite to include Excel, Access, and Word.
Accuracy, attention to detail, and an understanding of basic accounting tenets.
Ability to multi-task in a busy, fast-paced office environment with frequent interruptions.
Ability to maintain confidentiality and deal with sensitive materials.
Ability to apply knowledge, think independently and use organizational & analytical skills to anticipate and solve problems.
Experience entering, compiling, and reporting financial information.
Experience communicating policies and procedures.
Expertise in Banner FIS.
Excellent verbal and written communication skills.

Preferred (Special) Qualifications

A CPA or PA is preferred along with your Bachelor’s degree, it is NOT required if you meet the accounting credits hours along with your Bachelor’s degree.
Experience in a central business office environment.
Knowledge of GAAP, OMB Circulars, Cost Accounting Standards.
Knowledge of governmental accounting methods and financial practices.
Knowledge of public, non-profit research accounting methods and practices.
Demonstrable commitment to promoting and enhancing diversity.
