Position Summary

This recruitment will be used to fill one full-time Grants/Contracts Technician position for the Health Sciences Business Center at Oregon State University (OSU).

The Health Sciences Business Center (HSBC) provides financial and administrative services to the Colleges of Public Health and Human Sciences, Pharmacy, and Veterinary Medicine.

This position is responsible for the collaborative effort of providing timely and effective financial and accounting services to the colleges supported by the Health Sciences Business Center. This position is responsible for performing duties related to grant administration, reviewing budgets, reviewing income, and expenditures for compliance with policies and granting agency guidelines, assisting grant accountants with financial transactions, and personal services invoices and personal/professional services contracts.

Position Duties

45% Grant Accounting and Administration:

  • Assist grant accountant with administration of grants. Review terms and conditions of awarded grants and/or contracts and serve as technical information resource to researchers and principal investigators. Clarify rules and guidelines, explaining compliance requirements to unit staff and faculty as necessary.
  • Reconcile monthly general ledger statements, verifying that charges clear on the correct account. Investigate unknown charges and prepare correcting journal vouchers when necessary.
  • Provide financial status reports to principal investigators (PIs) as requested.
  • Monitor daily exception reports for transactions to take corrective action for compliance with accounting guidelines. Review autopay transactions and verify the transactions have posted correctly to the proper index, activity code, and account code per the purchasing documents.
  • Complete labor distributions/redistributions per the requests of Principal Investigators, Grant Accountants, or OPAA. Calculates proper percentages based on necessary factors relating to the budget and financial documentation of the grant. Correct payroll records that are going to post to closed grant indexes.

30% Personal/Professional Services Contracts (PSCs) and Personal Service Invoices (PSIs):

  • Advise and inform faculty and staff on PSC and PSI use and procedures.
  • Work with initiator to develop scope of work, sole source justification, curriculum vitae, and obtain travel, personal, and logistical information needed to compile cost of services.
  • Work with HR Manager to determine independent contractor status vs. employee status.
  • Process and generate Personal Services Contracts and invoices.
  • Process contract and per diem requests for payment.
  • Enter contracts/invoices in FIS for invoicing and payment. Process payment requests for stipends.

10% PAR Form Preparation:

  • Distribute PAR (Personnel Activity Effort Reporting) forms to individuals. Monitor PAR forms for timely return. Review for needed labor distribution changes. Complete labor distributions, ensuring that matches PAR form. Scan and index signed forms into NOLIJ system. File printed original form for one year retention.
  • Complete needed payroll adjustments. If prior quarter, retrieves original scanned PAR form and prints copy. Makes needed changes on the form to match the labor distribution. Copy is sent to individual to re-certify. Scan and index signed form with copy of labor distribution in NOLIJ system. Attach to original scanned PAR form in NOLIJ system. File printed copy, with the original, for one year retention.

10% OSU Foundation:

  • Responsible for OSU Foundation accounting functions including: receipts, posts and deposits all monies received; preparing, processing, and posting payments. Identify and resolve entry errors with OSU Foundation personnel; maintain account status reports. Process Foundation check disbursement requests and Foundation reimbursement request forms.

5% Job and Pay Changes:

  • Enter and verify job and pay data (job and pay change forms) for all pay types in Banner and Nolij, (excluding 9/12 month option). This includes raises, FTE or salary changes, and labor distributions for all position and pay types. Review all documents entered for accuracy and completeness.
  • Establish required deductions based on employee type. Determine correct coding for tax related deductions.
  • Process and enter job and tax related documents (except deferred pay) for all pay types, including job forms (EPAF and manual) and job setups, pay change forms, job terminations, etc. Establish initial hire tax deductions including FICA status and W-4’s. Forward all W-4 changes and NRA document to Central Payroll.
  • Assist in calculating and entering leave without pay (LWOP) for employees each month. Prorate pay for partial months. Coordinate leave without pay adjustments with Central Payroll.
Minimum Qualifications

12 quarter hours (8 semester hours) of accounting courses AND two years of experience which included preparing financial reports; making annual or biennial closing entries; interpreting financial data and advising administrators; OR an Associates Degree in Accounting, OR an equivalent combination of education and experience (some accounting coursework required). Transcripts must be submitted for all required and/or related courses. All courses must be from accredited colleges, universities, or private vocational schools.

Additional Required Qualifications
  • Good organizational, communication (oral and written), and analytical skills.
  • Computer data entry experience.
  • Ability to anticipate and solve problems.
